In 1941-1942, it was the seat of the employment office (Arbeitsamt), which kept a register of people appointed to forced labour and compiled lists of people destined for transportation.

At first, it was managed by a man from Vienna, by the name of Scheppessy. However, the Gestapo found out that he was issuing fake work assignments (which saved people from deportations) and he was executed. In the years 1941-1943, the building contained a hospital ward for the chronically ill and convalescents, run by Dr. Julian Aleksandrowicz and Dr. Bernard Bornstein.
